Except that is doesn't. It refers only to the installation and maintenance costs of a gas central heating system. Nothing whatsoever to do with the gas consumption.

Better, as I have done to buy an ordinary electricity meter (TLC do one for a tenner) and mount it on a board with a 13a socket or two, and feed it from a

13a plug. Hang the board on the wall next to appliance and power through the board. Meter reading is done the same way as the domestic one to similar accuracy, quick sum tells you the cost of running the appliance.

Someone has to pay for the servicing, repairs, annual gas safety check, boiler replacement, and in a social landlord situation you are paying someone £££ to organise these things. Ultimately it's not the landlord who pays - it's either the tenant or (for social housing) the taxpayer.

And in social housing you can get a small percentage of problematic tenants who will not allow access for servicing and safety checks, thus the programmers that knock the heating back to a low level if the servicing has not been done and the counter reset.
