a 10mm^2 single earh ire that connects to a point close to the gas meter, but on your side of the pipework. Same for where the cold water supply comes into the house unless all the house plumbing is plastic.

The tell tale would be to look for the connection on the pipes, since most of your house wiring connecting to the CU seems to be hidden in the wall behind it - the bonding conductors may be as well. (the main earthing terminal will be in the CU in your setup)

Nobody wants one in an habitable room and, as the meter would need to be on the front or (if there are any) the side walls, for access, that usually only leaves the bit of front wall across the hallway, which also needs a hole in it for the front door. I have seen consumer units just inside the front door, but not commonly.

As it's clearly a TN-earthed installation (TN-C-S to be precise) isolators are only required to disconnect the phase conductor(s), so this is compliant with BS 7671[*]. All-pole isolation is only mandatory if the earthing is TT (except for the main switch in domestic installations, which requirement is met by the main switch in the CU).

[*] Or rather it would be if BS 7671 applied. This looks like an isolator provided by the DNO/supplier/meter operator, so isn't covered by '7671, but the same principle applies (see reg 460-01-04 and the 2nd paragraph of 110-04-01).

Yes, basically the "utility room" was labeled on the plan, and all it really is, is a sink stuck at the back of the garage, with a door into the kitchen, didn't even finish the walls in here as you can see.

...and plenty of room for a elecy meter without any problem about head room even if the meter could not be placed on an outside wall.

Next....

Just accept that this was nothing but sloppy work, either in design, build or by the electric supply company.
