I have a report that states:
"The main earthing conductor between the supply cable sheath is too small, i.e. it is 10 mm and should be 16mm and installed between sheath and consumer unit direct."
Does it have to be 16mm?

It used to depend on the size of the main meter tails. If the meter tails are 25 sq mm, then the main earthing conductor has to be 16 sq mm.
