Downlights and Acoustics

How much does a downlight fitted in an 80mm hole in a plasterboard ceiling reduce the soundproofing of the ceiling?

I have read that part E of the building regulations mandate some sort of repair to the acoustic barrier should you cut a hole in the ceiling. But is this only for new buildings?

Could the effect be mitigated by jamming some sheet material between the joists? (It would be above the lamps so may be that would be a problem).

If that's possible what would the best material be? Some more plasterboard?
