By the sound of it, it's more of an underground garage than a secret cellar since the locals knew about it and he'd had it out before.
Interesting demonstration of modern paranoia; an old man who has kept a tank in the same vein as people keeping traction engines and old cars, is treated as if he's going to be going on another Killdozer attack.
Bit more to it than that, by the sound of it.
It does rather depend on whether he had any significant munitions, which curiously is not mentioned. In the UK there is an immediate mention of the bomb squad if there is thought to be any possibility of explosives.
A lot of continental homes still have big cellars - cheap source of cool air in summer and a good place to store wine & beer.
How they got it out again is probably a good clue to how it went in.

Except that you don't need a licence to collect traction engines, but you do need one in Germany if you want to collect weapons of war, whether deactivated or not.

Obviously, the small detail that if it WAS an "EUSSR" rule, then it'd apply equally across all EU members - including the UK - escapes Harry.
