That looks like a steel-framed desk, in which case (probably!) the drawers will just be hung from the frame and can either, both or neither side. Certainly was the case on my old steel-framed desk.

Unlikely. ITYF that the drawers are just on the left side so you'll only be evening things up.
The modesty panel might look a bit of a mess afterwards, if that matters (or even if it doesn't).
Why don't you want the drawers? Without them it's just a table. We got two desks this year with 4-drawer pedestals each side. I now have 8 drawers to put stuff in in my desk and so does SWMBO.
It is meant as a(do whatever you want to it) desk/art table for the girls' playroom.... So it would begood if two or even three little people can use it at the same time.

Almost certainly you can simply remove the drawers, but why buy? There are lots of good used desks disposed of for free on Freecycle.

Yes (I've a couple of identical-looking ones). The legs form an inverted U at each end, stiffened by the outer pillar carcase. The pillars are assembled into boxes, then fastened to the top. However I'm sure you can bodge something - you'll need to keep the legs stiffened from tipping sideways, probably by beefing up the connection to the modesty panel.
What you really want are my old office desks. These had a steel H frame at each end, attached to the top. The drawer pillars then hung underneath independently.
