Combination cylinder: Drilling holes for cold main and overflow

Hi This is a follow-up to my previous post about choosing a combination direct hot water cylinder - based on the replies I ordered one to my specification from Newark. Just one thing: the cold water tank on the new cylinder doesn't come with pre-cut holes for the cold supply ball valve inlet nor overflow, it only has the rising vent pipe. My question is where to drill the holes? I realise that the overflow should be cut lower than both the vent pipe and ball valve inlet, but is it okay to have the hole for the ball valve inlet at the same level as the vent pipe or should it be lower than that as well? I'm sure it's a simple answer but I can't decide... thanks if someone can help. David
