Does anyone know if one has the same problems with PVC in contact with Celotex (or any polysiocyanurate foam for that matter), as one does with PVC and polystyrene?

I believe not.
No. Though why are you expecting them to come into contact ? Glueing Celotex to a wall is not recommended as you'll most likely get pockets of condensation forming.
