BCO just been

he's just told me that I can do the electrics because the application was put in before January after all the debate about part P I thought it would have to at least be inspected by a qualified electrician but he's happy with my DIY work (first fix) and said I don't have to call him back till the job is complete... about 4 weeks

If the BCO is checking the work it doesn't matter when you make the application.

This is their (Building Control's) problem. You apply for the inspection, they supply the person.

But it's all about when the electric work was started, not when the application was submitted. Surely there can't have been many people whi submitted building notices in 2004 giving notice of electric work to be undertaken after 1 Jan?! Presumably the OPs application was for something else other than electrical work?

The submitting of an application in 2004 that implies electrical work (i.e. for an extension which will obviously have lighting and sockets) might be considered a reasonable indication that electrical work is involved in the building works. I imagine it is the building works covered by the application that must have begun before 1st Jan, not the specific aspect of it (i.e. the electrical part). I may be wrong, however.

application was, essentially, for the conversion of a basement into a habitable room there was no mention of electrical installation on the application the original BCO left last year so the new BCO may not be familiar with my application
