I think we have this system in Melbourne too, save that we have weather compensation - you wait much much longer for the green man to appear on cold wet days!
Many years ago, I spent some while automating crips bagging machines. Once they were under computer control, the manual controls on the machines didn't do anything, but we didn't bother removing them. We discovered that the operators were still adjusting the controls, without realising they had been disconnected, firmly convinced that they affected the operation of the machines.
I could do with a similar system for when SWMBO turns the stat up and I'd set it about 10C cooler ;-)
Sounds like a crossing near work which takes so long to change that virtually noone uses it at all.
Oops. That's "crisp" bagging machines, not machines for hygenically handling disabled persons.
That might be selecting a dynamic compression system DRC which has never as far as I'm aware been implemented on UK DAB....
