air vents

our bungalow is a 1940's built jobbie, it's been modified into a dormer bungalow about 20 years ago, making the bathroom bloody tiny (shower cubicals door opens against the sink, so fat people cant get a shower here :)

right at the top of the bathroom someone pretty recently has put in a brick sized air vent, it's gone right through the arcitrive to get it at the very top of the room, looks a bloody mess, and is a straight through thingy, one of those red vents, slats on either side but nowt between where is spans the cavity wall,

As you can imagine the wind howls through it, making the bathroom freezing, and also chilling the rest of the place, if we leave the bathroom door ajar slightly.

There are no other vents like this anywhere else in the property, the boiler is a combi thats in the old airing cupboard, which is about 5 meters from the bathroom in the hallway, there's no open fires in the place, and deffo not one in the bathroom.

The bathroom has an extractor fan in the wall the other side of the window from the brick vent, it's wired to work when the light is on, no run on timer or owt,

would i be right assuming that the vent was put in by the last owner to let the steam out after a shower, when the lights been turned off and the fan stops running? it's right above the bog, so maybe he was a right smelly git and his wife made him put it in :)

you can guess what i'm getting at, if there's no 'legal' reason this vent is there, i want to block the bugger off, i am going to change the fan to one with a humidistat to take care of the shower steam thing which is the only reason i can think of it being put in there... especialy it's positioning,
