The answer would be to make the meters modular - basic meter that can be fitted and stay fitted with PSU for electronics, voltage and current integrator and isolator switch (some meters have these - IMO all should).
Plug the "smart" module in the side - that would solve the problem to some extent of different utilities wanting different standards - they just come along and plug a new smart module in - something the meter reader could do without interfering with the mains side.
not a bad idea. Building it all into one and adding an expansion port or 2 is cheaper.

Well it's a move forward, adding yet another thing they can't agree on.

But won't happen for just the same reason that the current smart meter roll out is in such a mess. None of the companies will be able to agree on a common interface between the module and the meter.
It isn't that they can't agree.
it's just that no-one has tried to get them to agree
