turn the toilet valve off and see what happens, unless of course you have a drip on the tub faucet in which case...there's your answer.

No effect! And there are absolutely no leaks. the meter's triangle doohickey is at a dead stop. However, the noise has now morphed to something like a heart beat. maybe its a singing groundhog on his last legs.

Try turning the main service valve off and checking, if it still doing it then call the local S.P.C.A. and an electrican.
