silicone caulk

I am about to paint the bathroom and would like to remove the bad caulking job the previous owner did. Is there an easier way than just scraping it off and hoping I don't do to much damage to the drywall.

If it weren't drywall, you could try something like liquid nails remover but that and just about anything else would soak into the drywall making it hard to paint later. Rubbing will get a thin layer off but you might just cut it all out with an exacto knife then patch with drywall mud and recaulk.

If you are sealing for water, Silicone is good but if you are planning to paint the caulk, use Latex caulk. Use masking tape just as you would for paint to get the cleanest caulk lines.
