No, it's the municipal water pressure. In the middle of the night nobody is using much water, so the pressure goes up.
You should have a regulator installed at the water meter before something blows up.

Maybe both Extrol tank, and also regulator. Of course, you could always leave the faucet dripping in the cellar sink. Or do what I do, get up and use the potty a couple times every night, and remember to flush.
