Retaining Wall in front of another Retaining Wall

Hi all,
I have a retaining wall on my property that is made from Alpenstein Botanical Stone (http://www.pavestone.com/retail/wall-alpenstein.html )... The kind from Pavestone that you buy at Home Depot... This is about four foot tall and about twenty feet long... This was here when I bought the house and is in perfect condition...
I would really like to cover over this wall with a wall made from Anchor Windsor Stone (http://www.anchorwall.com/asp/Page24.asp )... Again, the kind that you can buy at Home Depot... This is merely a cosmetic project...
I know that the Windsor stone is not suppose to go above two feet... But, I am wondering if it would be okay to go the full four foot height of the original wall since this new wall will not be necessarily be bearing the total weight of the earth behind it since the original wall will still be there and that is the wall holding all the earth...
The new wall will be about four to six inches away from the original wall... And, the space will be filled in with chunks of broken up concrete that I have left over from a patio demolition that I just finished...
I have not started on this yet... This is just an idea that I have...
Any suggestions/ideas/concerns are greatly appreciated...
Thanks, Mark
