Replacing toggle switch with programmable switch for flourescent light

Two questions:

I'm attempting to replace a simple toggle switch with a programmable switch for an outdoor 8' fluorescent light. The simple toggle switch's wiring is shown below. What is black wire used for in the fluorescent light?

If this helps any, I connected a multimeter to the black and red wires of the light and measured a resistance of 4.2 ohms.

The new programmable switch has three wires. Is the following the correct way to hook it up?
