but you can always post links to pictures elsewhere. It's often a good idea to do so.

It will but it's against the faq as it's not a binaries newsgroup. Just put the pic up on a hosting site like flickr or zooomr and post a link to the picture.

All depends on the server, not the newsgroup. But as a general rule of thumb, unless the word 'binary' is in the newsgroup name, no.
