Apparently they waited 15 years because the current and new rule that bans cell phone unlocking just went into effect. As with many new laws that give govt powers and then leave the rule making up to agencies, what you actually get can be very different just a few years later, with someone else making the rules.

It's really simple. Previously under the law and the rules made up by administrations to enforce that law, it was perfectly legal for me to unlock my cell phone. Now, it has just been made illegal by a decision in the executive branch, charged with making those rules and interpertations. Obama is in charge of the executive branch is he not? If he didn't agree with what was just done, one phone call and it would be back to what it was.....
