never put latex over oil paint... if its oil there are some special latex primers like gliddens Gripper that will stick to oil... then you can use a latex paint as a finish

Hi,
Is it true that one must use oil primer when painting over an old coat of oil paint? And that it's ok to then go over the oil primer with latex paint?

As long as its clean and sanded or not glossy latex is fine over oil
There are a lot of "ifs." It is almost always a very good idea to follow that rule and make sure the original finish is clean and that the primer is designed for that application.
look for the many varieties of BIN and KILZ primers with specific instructions of use. you will be happy with their products.
