Every year in the UK many foreign visitors are killed or injured for the same reason :-(

Many of the more popular tourist areas have signs warning pedestrians to look BOTH ways before crossing.

Where in the world would you *not* look both ways before crossing a street? That's just common sense.
Perhaps you are refering to the signs that remind tourists (and others) to look right:

But is it "Look right, then left, then right again" as Brits were taught, or is it "Look left, then right, then left again?"
I think that crosswalks such as the one shown -- essentially two separate crosswalks with a central "pedestrian refuge" -- may be more common in UK cities than in US ones.
