Floor installation and getting around baseboard heating

I have an old home in NYC and the baseboard heater casing sticks out on to the floor. All the previous layers of flooring cut around the casing leaving no space (vinly tile, vinly sheet). I know that if I were to install new hardwood flooring or laminate I would have to leave space for expansion. How do I cover the space? I can't put a baseboard trim on the heater casing. Is there another transition moulding I can use?
