Any woodworking tools. The 'best' depends on the type of cut. Finer tooth blade is better but combination blades should be fine too.

Vinyl fence (you can do vinyl siding this way too)
If you have a miter saw, take the blade and reverse it. It doesnt matter if you have a rough or fine blade because using the blade backwards then makes it cut the plastic by grinding it away. Nice clean cuts and no missing chunks of plastic.

Fine tooth woodcutting blade for install. For removal any rough cut blade will do. You asked about recip saws in another post. Milwaukee "The Axe" would be a good choice for fast demolition.
