floating row covers.. still got bugs

Greetings from zone5/4;

My first year using frc in my hoophouse. Covered early sowings lettuce, chinese cabbage expecting 100% clean, beautiful plants. Plants look good, but first harvest of ch. cabbage and the outer leaves are again covered with bug eggs.. ?? Must be doing something wrong.

Is it necessary to bury fabric edges? No wind inside hoop house, so I just laid the frc over the plants. There are some.. 2-3 maybe.. smallish holes in the frc. dime to quarter sized.

This fabris is the thin stuff.. what do you recommend for patching holes? frc is fairly clean. Not sure how the holes happened, doors are not screened so possible something got in and nibbled holes..

Am expecting to need to use frc to exclude squash bugs and cucumber beetles (major problem last year), so I need to iron out the frc technique before setting TP out in a few weeks. Appreciate any pointers.
