Aritrary Electrical Testing UK

I live in a 30 year old bungalow (UK)
I just received a quote from a plumber and when discussing it, he mentioned that there is an arbitrary electrical test to be carried out on all bathroom plumbing?
Something to do with earthing?
Comments?

Yes the regs now have all pipes to taps etc fitted with an earth strap and earth cable, this is in case a faulty appliance shorts onto pipework EG: a water heater, the resistance between your taps etc and the main earth at the consumer unit has to be checked, all should be earth bonded together.
