attaching plywood to insulating concrete forms

Hi, A friend of mine has an existing home with an insulating concrete form foundation. On one side there is a walkway outside this foundation (sidewalk slab at approximate basement slab level). So he stripped off the stucco and got down to the plywood and some of the ply is not attached well so he is trying to attach it. The original contractor shot nails thru the plywood and some of them hit the concrete in the ICF and embedded ok. He wanted to attach the ply better but most nails don't embed well enough into the concrete because of the thickness of the syrophoam. What would be a good way to attach the plywood before he puts the stucco on it? Thanks
