The manufacturer of the neoprene material you are looking for will be in their catalog or at least on their web site. They will give the strengths in psf and sometimes pcf. They will also have specifications for you to request.

Don; This is a material that is used for structural conditions. It can be used under concrete slabs to distribute floor dead and live loads and used where floor elevations are not the same in small areas. It is only used where soil support can't be used . It is very rarely used for foundation such as replacing a concrete footing with neoprene for a foundation footing. It can replace gravel that is placed under a concrete slab together with Visqueen P.S. It is very strong by the way.

But not footings either spread footings on continuous footings. Slabs yes by replacing gravel.

I will send you the names of manufacturers when at work. You will be surprised on what you can use it for. Have you tried to do a web search on neoprene foam, styrofoam useage etc?

Very strong in compression not necessarily for bending. You will see huge blocks for lots of their projects but they can be sawed down to be 6" thick like a concrete slab support or what thickness you may require. There are other companies that produce similar products.
