will kiltz block odors from human urine and feces on concrete slab and will it seal

No it will not. Area must be cleaned first bleach will help with this. Use a shellac product as this will seal in the odors. Kilz will only seal a color from bleeding thru. Discard carpet pad and replace. Have carpet professionally cleaned. Most fibers are plastic and they will not hold odors. However bacteria can remain.
