Why is my halogen replacement bulb not putting out a brighter light?

My overhead light in my bedroom went very dim the other day so I bought a replacement bulb for it. I was aware that you aren't supposed to touch the bulb itself so I was careful replacing it. When I turned the light back on it was still very dim. SOOO...I bought a higher wattage halogen bulb and tried that. Still very dim. Clearly it's not the bulb what in the world would cause it to stay dim? The power is fine. It is a ceiling fan/light combo and it works fine. Any explanations?
