why does water from bathroom smell sulfurous first thing in morning

quite often the water coming from the tap in bathroom sink will have an awful smell....rather like sewage or sulfur....if I let the tap run awhile the smell will go away....what is going on?????/ easy this easy to fix? my landlord is incredibly cheap and always wants to blame me for everything.
