If the chairs are turned upside down and the fabric ripped off, we see a thin wood frame, and in the middle some golden fluff trying to be held up by straps, like those found on a duffle bag. The straps ripped or tore off the inside of the frame, and now the fluff comes down. What's the best way to fix this?
THE Best Way is, to rip those seats off and throw out all of that old crap. Get High-Density Foam and 1/2" or 3/4" plywood in there. The chairs will be, literally, better than new and it's how the short-cutting for no-one's benefit idiot cheapskates should've done it with plank wood 1000-years ago....minus the foam.
