What is the standard location of a light switch in a multi-switch panel in residential construction?

I grew up in homes where the switch nearest the door was always the light switch. Now we are doing new construction and my electrician is putting the ceiling fan switch nearest the door and the light switch further from the door. It just feels wrong. Is there a code for switch placement? Or an unwritten rule of thumb?

How about at the front door where you have an outside porch light switch, a celing fan switch, and an interior ceiling light switch? What is the proper order of the switches in relation to the door?
