The Swamp Coolers belt will stop turning and the pulley will freeze. What is the cause? Is the belt too tight?

What causes the pully to freeze up and not turn the belt?

It may be too tight now and/or it might have been too tight for too long in the past and the bearing on the motor (or on the fan - not sure which of the two pulleys you describe) is now shut. If easing the belt tension does not prevent the freezing, I would inspect the bearing.
