My home had a new roof installed in 1997. No starter course was used. My question is was this standard practice back then?
No, it was not standard practice back then nor since the beginning of asphalt shingles. If you have a Warranty, use it. In all likelihood, the building's being damaged. No starter course means there are open seams everywhere in the first row. As an alternative permanent fix, you could install Surface Tension Gutter Guards. These, either cover or go completely under the first row.
