The heat exchanger blades are not on (I can see it from the bathroom window) but the fan in the house is moving ambient temperature air. I'm guessing it is a dead capacitor (run or start?)

My home AC has failed, I turn it on and the house lights get bright-dim-bright but the unit never turns on
