is it ok to run 3in Horizontal Drain line

A half bath was added to a 3story home with two orignal bath rooms "stacked" atop each other at the center left side 2nd & 3rd floor locations, therefore the 4in" vertical stack runs upward directly adjacent to both original full bath locations. The homeowner then added a 1st floor powder room with a toilet & sink 20 feet foward of the primary stack location by running 3in" PVC down from the 1/2 bath and along the left side basement foundation wall tieing in to the 4in" original stack prior to exiting the structure below grade. Is it ever proper to use 3in" PVC in a horizontal run of this length? or any lenght for that matter. A 2in" vent pipe at the coresponding exterior wall adjcent to the half bath was also installed is this adequate venting for the half bathfixtures (Toilet & Sink)

Yep, that's all perfectly fine, professional and not at all borderline or anything. You shouldn't have any problems, but if you do, then it should be a blocked vent-line, drain-line that wasn't pitched downward to the stack or improper sink trap assembly. All, easily and permanently repairable.
