I have a situation where the municipality request i register a servetude to relay sewer pipes beneath my garage floor can you shed some ligh

i have been told by my municipality to register a servetude to relay sewer pipes under garage floor. The pipes are exciting ones but because they are not on the plan they require me to go this root,is this a new law or are they just being difficult. i cannot register the house i bought because of this.
