Have changed cer pump and gas control valve on hot water heater

Hot water is only lukewarm when hot water not used for several hrs

Sounds like you're, possibly, not letting the hot water run enough. The recirculator just does the best it can do without running all of the time. The water will cool before the recirculator's thermostat reinitiates the circulation. You may need a new recirculator or simply need to readjust its setting.
