Heating an outdoor closet

How do I safely heat an outside utility/trash closet? The closet is located in a outside foyer. A water line for an outdoor spigot runs thru the wall. It has frozen several times. I've had extra insulation installed both in the wall and also around the pipe. Would it be safe to have a small ceramic or other type of heater thermostat controlled in the closet there is an electric outlet. I would guess I would just need to keep the closet 10 degrees or so above freezing.

Have you heard of pipe heating cables? You can wrap them around your pipe and plug them into the outlet they will keep the pipe from freezing.
