Never had Drain frozen before this cold winter. The heat tape I bought, says NOT to use on Plastic DRAIN lines.

None. Heat tape won't transfer any nor nearly enough heat through the PVC to do anything, if it could it would likely melt the PVC. You need the pipe's area air-sealed and insulated so the home's radiant heat keeps everything above freezing, in even the worst conditions. Sorry, no cheap or easy fix.
